If you look at your schema locations you will notice the line containing http://www.springframework.org/schema/security.

This line breaks the expected format, the format should be [namespace] [xsd-location]. This line basically is messing up a proper format. To solve this either add a xsd location or remove the line. To prevent this I generaly follow the format also in the layout of the xsi:schemaLocation attribute (if you format accordingly it is quite apparent that that part is missing)..

The generic answer for such kind of error is you need to properly check the namespace specified, especially in "xsi:schemaLocation".
