Is there such thing? I didn't find anything to mock up a site. I saw lots of commercial options, but no free software.

I need to mock up only 1 site and buying full featured tool just won't pay off while on-line tools didn't impress me at all.

Take a look at Pencil Project, you can run it as standalone application or as an extension for Firefox.
