I am trying to upgrade my iPad 2 from running iOS 9.3 to iOS 10 or iOS 12. Attempting to do so via Software Update under Settings app says that the Software is up to date.

Apple provides the latest update only to the latest models, your iPad 2s latest, supported Firmware is iOS 9.3.5.
